Building a Robust Disposal Process for the Public Sector

This is true, even though something may no longer be required by an organisation or individual, it could be put to beneficial use and be of immense value to another. This, therefore, illustrates the importance and need for a rigid process to get the best value out of all public sector asset disposals, which has led to the main research issue being studied. As such, this research involves answering the question: What factors contribute to the effectiveness of a robust disposal process?
This study examined the literature to identify internal and external factors contributing to the collation of best practices for the development of a robust disposal process for the public sector. This information will be utilised in developing a framework to aid in diagnosing the effcacy of the disposal processes of public sector organisations in identified countries, with an aim towards recommending areas of improvement as applicable.
The review of the literature revealed that few countries have specific disposal legislations and or policies. Those countries that have such policies and the information obtained, present several pertinent factors which have proven enough to inform the study. The main factors identified include eight (8) internal and seven (7) external, as well as other direct and indirect factors or provisions for consideration. Some of the internal factors include: inventory management, disposal strategic planning, whole of life cycle costing, capacity development etc., while external factors include: training and development, regulatory authority, government reform, supporting legislation, emerging technologies and so on.

Mrs. JOY JOSEPH LARA is presently the Head of Property Disposal at the Offce of Procurement Regulation (OPR) and is currently pursuing a Doctor of Philosophy (Ph.D.) with focus on enhancing and strengthening the property/ asset disposal process of public sector organisations.
She holds a Masters of Business Administration (MBA) with specialisation in Leadership, Entrepreneurship & Innovation from Anglia Ruskin University, UK, a Bachelor of Science (B.Sc.) in Management from The University of West Indies (UWI), a diploma in Business Management from the John Donaldson Technical Institute (now UTT John S. Donaldson Port-of-Spain Campus) and a second diploma in Purchasing and Supply Management from the Chartered Institute of Procurement & Supply, UK (CIPS). Joy is also a Certified Professional Property Specialist (CPPS) achieved through the National Property Management Association (NPMA), USA. Additionally, she has certification in Government Property Disposal, Land Economy, Property Management, Land Law, Sustainable Development in Business and Judicial Conduct and Ethics.
Mrs. Joseph-Lara has over eighteen years’ progressive experience in Procurement, Logistics, Warehouse/ Inventory Management and Property Management and Disposal, with specialisation in the public sector. Joy’s experience in the public sector spans from Trinidad & Tobago Electricity Commission (T&TEC) and then on to Evolving TecKnologies Enterprise Development Company Ltd (eTecK) with responsibility for both procurement & disposal on the Hilton Trinidad & Conference Centre & Magdalena Grand Beach & Golf Resort Renovation Projects.
Her philanthropic contributions include being a Leader/Adviser in Junior Achievement Youth Development Projects and Coordinator of community initiatives through Ministry of Social Development Poverty Reduction programmes.
Joy enjoys singing, socialising and mentoring young persons to aid in their overall development.
