After a journey of over thirty (30) hours from Port of Spain, Trinidad and Tobago, via Toronto, Canada; Frankfurt am Main, Germany and Moscow, Russian Federation on August 28 and 29, an alumnus of The University College of Cardiff, (UCC) Wales UK; The University of the West Indies (UWI) Trinidad; and The University of Trinidad and Tobago (UTT) Trinidad, Professor Dr. Herbert McDM Sukhu - mining, petroleum and process engineer and geologist, first arrived in Kazan, the capital of the Republic of Tatarstan, Russia for the International Scientific and Practical Conference "DECISION OF THE EUROPEAN UNION ON DECARBONIZATION AND NEW PARADIGM OF FUEL AND ENERGY COMPLETE DEVELOPMENT" on its approaches to the extraction and primary processing of natural bitumen. This Conference was organised by the Office of the President of the Republic of Tatarstan, the Ministry of Industry and of the Republic of Tatarstan, the Federal State Budgetary Institution "Russian Academy of Sciences", State Scientific Institution "Academy of Sciences of the Republic of Tatarstan", JSC "Tatneft", JSC "Oil Consortium", JSC "Kazanskaya Yarmarka", and IEC "Kazan-Expo".

A joint presentation and report were prepared with his fellow researcher, Professor Dr. Dilyara G. Yarakhanova of Kazan Federal University, Kazan, Republic of Tatarstan, Russia.

The research results were presented on Day 2 of the Conference on September 1, 2021, in a presentation titled "Within the framework of the Petrochemical Forum of Tatarstan - 2021", at a round table dedicated to the 300th anniversary of Russian oil.

The presentation was well received and there was great interest in these technologies, developed by Professor Sukhu for the oil sands of Trinidad and Tobago (a small island developing state located in the Caribbean), that could be applied to further commercialise the bitumen-rich deposits of Tatarstan and other world reserves of similar unconventional oil sands resources for producing synthetic crude oils.

The proceedings of the Conference chaired by Academician, Professor Muslimov Renat Khaliullovich - Adviser to the President of the Republic of Tatarstan on hydrocarbon and oil and gas fields, world famous scientist, oil geologist and engineer, and its Organising Committee fully support their conclusions, the Russian oil company PJSC TATNEFT showed great interest in their work including V.D. Shashina and the Russian Academy of Sciences (Siberian Branch) - Institute of Economics and Industrial Engineering, and Western scientists and other interested parties.

Many of the lessons learned from this conference can greatly benefit Trinidad and Tobago, Guyana and Suriname, as conventional and unconventional oil, gas and bitumen resources play an important role in Caricom's energy mix
