The pilot projects under MTCC Caribbean will be phased over three (3) years, and will constitute the uptake of energy efficiency in shipping and data collection associated with air emissions due to commercial shipping. Through these pilot projects the baseline data for the region on the use of energy efficient technology, fuel consumption (type and quantity) and GHG emissions on board merchant vessels will be captured. This baseline data will provide regional stakeholders with data to make informed decisions towards investment in energy efficient technology, emissions abatement and control methods. The data will also highlight the compliance of MARPOL Annex VI among vessels trading in the region and be used as a baseline to inform governmental policies on environmental and maritime affairs. It will also be used to formulate strategies for better intervention in ocean governance through ratification, promotion of technology transfer and awareness. Data will be compiled and published via journals, newsletters and online platforms. It will also provide the basis for an objective, transparent and inclusive policy debate as required by IMO.

The Pilot projects will utilise the host centre’s Full Mission Engine Room Simulator to simulate operation of Large Slow Speed Diesel Engine at different load conditions burning either Diesel Fuel Oil or Heavy Fuel Oil or a blend of the two fuels and monitoring emissions levels including the calculation of EEOI at the different load conditions. The use of emissions abatement methods will be introduced to simulate their effect at different load conditions and for burning of different types of fuel.
Pilot project 1 aims to capture the current baseline on the use of ship energy efficient technology within the Caribbean region. Based on the collected data, it will promote the uptake of new technologies by determining the cost benefit analysis. The goal of the project is to provide decision makers with a clear picture on adopting energy efficient technologies based on sustainable performances. Key objectives include the following:
The objective of this pilot project is to establish a fuel consumption data collection system for the region. This will provide the baseline of fuel consumption for ships trading in the Caribbean region for different operating and load conditions. It will also aid the regional flag states in the development of reporting lines as required by IMO regulations which are expected to enter into force in 2018. Reporting fuel consumption and computing emission is the first step on achieving efficient use of fuel.
Recording this data will allow vessels to be tracked through the region providing data on fuel consumption between ports, the type of fuel used, ship speed between ports and fuel consumption while in port. This task will be completed by identifying the equipment and machinery inclusive of; main propulsion engines, electrical generators prime movers and boilers on-board each vessel and recording the fuel type(s) and the amount of fuel at each port the vessel berths whilst in the region. Ideally the information and data collected will help in the development of a simple tool required to measure a ship’s overall efficiency and performance.
