It is envisioned that the MTCC Caribbean will become a centre for regional and international collaboration for the purposes of enhancing ocean governance and shipping with particular emphasis on GHG Monitoring and use of energy efficient technology. One of the primary objectives of UTT’s Marine and Maritime campus is to facilitate enhanced integrated coastal, ocean and maritime governance. The on-going programmes and research at the campus demonstrate a deep commitment to the fulfilment of the sustainable development goals (SDGs) with particular regard to the following:
SDG 7: Ensure access to affordable, reliable, sustainable and modern energy for all;
SDG 14: Conserve and sustainable use of the oceans, seas and marine resources for sustainable development; and Strengthen the means of implementation and revitalise the global partnerships for sustainable development.
In its role as MTCC Caribbean, UTT aims to:
- Provide a platform for partnerships in enhancing energy efficient methods in the Maritime domain at a global level and specifically in the Caribbean region.
- Identify environmentally friendly and sustainable technologies available to region.
- Enhance awareness and uptake of environmentally sound technologies and expertise within the Caribbean region.
- Provide advisory and market development services for technology adopters and suppliers
- Monitor regional energy efficiency needs and align training programmes to meet these needs.
The MTCC Caribbean will institute capacity building initiatives and administer 2 pilot projects constituting the following:
- Implementation of a demonstration pilot project on "uptake of ship energy efficient technologies and operations"
- Implementation of a pilot project on "uel consumption data collection and reporting in line with IMO regulations
Aims of the GMN project
Greenhouse gas emissions from shipping are expected to increase but developing countries, which play a significant role in international shipping, often lack the means to improve energy efficiency in their shipping sectors. This project, formally entitled "Capacity Building for Climate Change Mitigation in the Maritime Shipping Industry" will enable developing countries, especially Least Developed Countries and Small Island Developing States, in the target regions to effectively implement energy-efficiency measures through technical assistance, capacity building and promoting technical cooperation.
The project will be implemented through the network of MTCCs which, once operational, will act as focal points for:
- improving capability in the region - by working with maritime administrations, port authorities, other relevant government departments and related shipping stakeholders to facilitate compliance with international regulations on energy efficiency for ships
- promoting the uptake of low-carbon technologies and operations in the maritime sector through pilot projects
- raising awareness about policies, strategies and measures for the reduction of GHG and other emissions from the maritime transport sector
- demonstrating a pilot-scale system for collecting data and reporting on ships’ fuel consumption to improve ship-owners and maritime administrations understanding in this regard, and
- developing and implementing strategies to sustain the impact of MTCC results and activities beyond the project time-line.
