Professor Emeritus Ramesh Deosaran is appointed Acting President of The University of Trinidad and Tobago (UTT). Professor Deosaran brings to UTT a wealth of teaching, research, policy development, managerial and international expertise.
A graduate of the University of Toronto, Canada where he received his B.Sc. (First Class Honours), M.A. and Ph.D., Professor Deosaran is well known regionally and internationally for his research, policy work and publications in crime and justice, institutional strengthening and education. He is the author of over 100 scholarly papers and 14 books to date, including Trial by Jury: Social and Psychological Dynamics; Crime, Delinquency and Justice: A Caribbean Reader; Celebrating the Civic Spirit: A Crime Prevention Project and a book on the Muslimeen Insurrection entitled A Society Under Siege: A Study of Political Confusion and Legal Mysticism. He is the founding Editor of the 15-year old Caribbean Journal of Criminology and Public Safety (CJCPS) now published by UTT. Professor Deosaran is also Project Leader of a 15-member University Consortium of Experts; a UTT initiative to develop actionable policies on Caribbean security and trans-border crimes.
Professor Deosaran has been consultant or advisor to several regional and international organisations including the IADB, World Bank, United Nations Latin American Institute for the Prevention of Crime and the Treatment of Offenders (ILANUD), UNDP, United Nations Office for Drug Control and Crime Prevention (UNODC), Caricom Task Force on Crime and Security and the Association of Caribbean Commissioners of Police (ACCP). He was also Project Leader for a UNODC-South South Crime Prevention Project. In 2003, he helped establish the National Crime Commission for the Government of St. Lucia and has also served on several Cabinet-appointed committees on matters of crime and legal reform.
As part of his diverse public service record, Professor Deosaran was appointed by different Presidents of the Republic of Trinidad and Tobago to serve as an Independent Senator, serving almost 15 years in the Senate. During this time, he was also a Member or Chairman on several Joint Select Committees of Parliament. Among his many significant achievements in the Senate include the adoption of his Motion in 2004 by both the Lower and Upper Houses to have live broadcast of proceedings of Parliament.
